In a world confronting climate change, health crises, and growing inequality, access to scientific knowledge is no longer a luxury — it’s a necessity. The UNESCO Recommendation on Open Science, adopted in 2021, offers a bold roadmap for transforming science into a global public good. This international declaration calls for a more inclusive, transparent, and collaborative scientific ecosystem, grounded in equity and openness.
This blog explores how UNESCO envisions a world where science is not confined to paywalls or elite institutions but is accessible, reproducible, and participatory — a fundamental shift that could redefine how we share, produce, and use knowledge.
The COVID-19 pandemic exposed the limits of a closed scientific system. Vital data were delayed, collaboration across borders was hampered, and access to life-saving research was restricted by costly subscriptions. But the problem runs deeper: millions of scientific articles each year are locked behind paywalls, and vast swaths of the global population — especially in the Global South — are excluded from participating in knowledge creation.
Against this backdrop, UNESCO poses a fundamental question: How can science be reimagined as an open, inclusive, and universally accessible endeavor?
The Recommendation on Open Science responds with a comprehensive vision: make scientific knowledge, infrastructure, and processes open by default — and accessible to all stakeholders, from researchers to citizens.
Unlike a conventional academic study, the UNESCO Recommendation is a normative international instrument, developed through an extensive multi-stakeholder consultation process between 2019 and 2021. The process engaged national governments, scientific communities, Indigenous knowledge holders, civil society organizations, and open science experts.
The final document outlines seven priority areas for action, such as investing in non-commercial digital infrastructure, reforming incentive systems, and fostering international cooperation. Though not legally binding, the recommendation holds strong political and moral legitimacy and serves as a universal reference point for national science policies.

It also promotes equity, inclusiveness, transparency, collaboration, and sustainability as guiding values. These principles aim to dismantle systemic barriers that keep marginalized communities — including researchers from developing countries — outside the scientific conversation.
Notably, UNESCO’s approach is broader than earlier initiatives like the Berlin Declaration or traditional open access movements. It doesn’t stop at publications — it calls for systemic transformation across funding, research evaluation, education, and governance.
The Recommendation has powerful implications for public policy and global cooperation.
It directly addresses structural inequities in scientific participation. Only 0.1% of African research is available in open access formats. By supporting open systems, developing countries can increase visibility, reduce duplication, and accelerate innovation.
Initiatives like SciELO and LA Referencia in Latin America are already showing how regional collaboration in open science can thrive, with support for multilingual publication — including in Indigenous languages.
The UNESCO Recommendation is not just a policy document — it’s a call to reimagine the scientific enterprise. The stakes are high: with urgent challenges such as pandemics, biodiversity loss, and climate change, we need a science system that is faster, more collaborative, and more inclusive.
The path forward involves governments, institutions, and researchers working together to dismantle old silos and build an open knowledge commons for the 21st century.

UNESCO’s Recommendation on Open Science sets the foundation for a future where science is open, participatory, and globally relevant. It urges a shift from exclusivity to collaboration — from proprietary to shared — and from fragmentation to unity.
